A glow in the dark party is a visually spectacular party, usually involving a range of bright, colorful, neon colored objects, decorations, costumes, and face paint that glow in the dark.
 
So there's drinking, merriment, maybe sex and glowing stuff. Neat, sounds like fun.
 
Also, anyone wearing white will illuminate if you turn on a black light, another way to make shoes glow. White Keds, Vans, or Supergas, anyone? This is especially true if light colored clothing is washed in detergents or fabric softeners that absorb UV light. Black lights will also reinforce the glow of any glow in the dark or fluorescent clothing.
