I was flipping through the channels this afternoon and spotted this movie called Nightwatch. It had a blonde actress wearing what looked like navy keds anchors or vans with white socks. She looked darn good. In one scene she was tied up.
Nightwatch is a remake of the film, "Nattevagten" by the same director, Ole Bornedal. The blonde actress is Patricia Arquette (currently starring in "Medium" on NBC). She is tied up wearing a thicker soled navy sneaker, like a anchor knock-off. The actress in the original film is tied up in sneakers too if I remember right.
