My best guess is that they initially put the logo on the ankle, and when the lotops came out, they needed another place to put it. So they moved it to the tongue.
I think the tongue logo is what really makes the lotops look great. I think it would make the hitops look kind of busy.

Agreed. I have a pair of the United States hightops from the Olympics series, and they have one of those tags on the tongue. It just seems weird. Also, the tongues on most hightops I've worn tend to fold or slide. Having a tag there folding up would be uncomfortable.
But I definitely agree they look great on lowtops. It's a quick, easy way to tell from a distance whether they're real or not.
